chore(deploy): stamp the 3.2.12 lib generation

- webservice: docsite folder-URL static routing, per-instance step-cache db,
  constant-height panel title bars, and mission command i18n
- deploy.py: force restore on the three publishes, so a freshly bumped lib is
  not compiled against the previous generation's cached assets
- CppCore: track the two carve test headers core_main.cpp already includes
- CommonRcl/HiNcRcl/HiNcServer/UJoinRcl/UJoinServer: align the floating
  package references to the 3.2 version line
