iambossandClaude Opus 5 4cb41a1159 chore(Hi.WinForm): carry the 3.2 lib generation stamp the HiAPIs root repo was holding

The root repo double-tracked this folder and its copy of the csproj sat at
VersionBuild 17 while this repo's own master was still at 13. Nothing else in
the folder differed. Taking the root's value here so this repo can become the
single tracked copy.
