The product now ships vendor library 10.33, and hasplms refuses to load a vendor library newer than the License Manager, so a machine set up from that archive cannot apply a V2C at all. The file was moved out of the public web root on 2026-08-29, so the link 404s. Replaced the download sentence with a withdrawal notice and pointed the red-dongle note at the current installer rather than the archive's win_install.bat.
