docs(startup): drop the videos made before HiNC 3.2 and the withdrawn sample download
The startup video (startup/startup.mp4) and its link, and the tutorial-video section with its
eight video links and the sample project download, are gone: the videos show versions before 3.2
and only confuse users now that 3.1 is obsolete, and the sample download is withdrawn because the
resources it carried ship in HiNC's own Resource folder.

docs(startup): rewrite the delegated-authorization page around what the reader needs
The previous revision opened with a notice that DelegateAuthorization.zip had
been withdrawn, which reads as an announcement rather than documentation. The
page now states what delegated authorization is, that both sides need
configuring and every machine needs the Sentinel runtime, and where to get the
current package -- no dead link, no history the reader has no use for.
The zh-Hant mirror is resynced and its sync-status as-of date bumped.
docs(startup): DelegateAuthorization.zip is withdrawn, drop the download link
The package shipped Sentinel RTE 8.11 (2020) for Windows and Linux. The
product now ships vendor library 10.33, and hasplms refuses to load a vendor
library newer than the License Manager, so a machine set up from that archive
cannot apply a V2C at all. The file was moved out of the public web root on
2026-08-29, so the link 404s.
Replaced the download sentence with a withdrawal notice and pointed the
red-dongle note at the current installer rather than the archive's
win_install.bat. No replacement procedure is invented here -- the successor is
the LicenseMaster web activation page, which is not deployed yet.
docs(startup): the shipped server does not check for license updates on startup
The activation page told customers HiNC contacts the license server on every
start. It does not: no deployed component reads the LicenseManager section, so
the setting is inert. Corrected the sentence and the sample value.
