build(Hi.WinForm): record the deploy build number and drop the obj-cli ignore

obj-cli/ was the deploy's redirected NuGet restore output. That redirect is
reverted: MSBuildProjectExtensionsPath is a global property, so it propagated
into every ProjectReference and each referenced project wrote its own
project.assets.json into the referencing project's directory. Restore is back in
obj/, so nothing creates obj-cli/ any more.
